The problem with reading smaller sections of scripture is that you often miss out on the greater message being conveyed. That could happen in this reading. We must remember that it is connected to the previous readings! We especially are reminded of this by verse 23 which repeats verse 9, connecting the in between sections.
The first part of the parable speaks of Christ, being the light of the world, exposing the hidden sins of the world, and brings us to faith. Those who believe are the lamps of Christ. We are commanded to faithfully let His light shine through us to the world around us.
Who is this Jesus? He is the Light of the World that shines into the darkness of sin.
